Winnipeg pump prices sit mid-pack among Canada's big cities, but the tax load buried inside them is close to the lightest in the country. Manitoba charges just 12.5 cents per litre in provincial fuel tax, puts no PST on gasoline, and — as of this summer — a Winnipeg litre carries no carbon tax and no federal excise tax either. The result: in July 2026, tax makes up only around 12% of a Winnipeg pump price, one of the lightest tax loads on gasoline anywhere in the country.
It didn't get here quietly. Manitoba has run the most dramatic fuel-tax experiment of any province this decade — a full one-year suspension followed by a permanent cut. This article breaks down every tax on a Winnipeg litre as of July 2026, works a real example at 170¢/L, tells the gas-tax-holiday story properly, and flags the one date this fall when the numbers change again.
The Manitoba tax stack (July 2026)
Here is every per-litre tax on regular gasoline sold in Winnipeg:
| Tax | Rate | Notes |
|---|---|---|
| Manitoba fuel tax | 12.5¢/L | Cut from 14¢ — reinstated at the lower rate Jan 1, 2025 after the 2024 holiday |
| Provincial subtotal | 12.5¢/L | No regional or municipal fuel levies in Manitoba |
| Federal excise tax | 10¢/L — $0 until Sep 7, 2026 | Suspended April 20 – September 7, 2026 (see below) |
| Federal carbon tax | $0 | Set to zero April 1, 2025 (was 17.61¢/L) |
| PST | $0 | Manitoba does not charge PST on gasoline |
| GST | 5% | Charged on the full tax-inclusive pump price — a tax on tax |
That's the whole list. No transit levy, no regional surcharge, no percentage-based provincial sales tax. Compare that with Metro Vancouver, where provincial and regional fuel taxes alone stack to 27¢/L — more than double Manitoba's load before the federal layers are even counted.
A worked example: the 170¢ litre
Take a typical July 2026 Winnipeg price of 169.9¢/L for regular:
- Manitoba fuel tax: 12.5¢
- Federal excise: 0¢ (suspended until September 7, 2026)
- Federal carbon tax: 0¢ (set to zero April 1, 2025)
- GST share: because GST is charged on the tax-inclusive price, the embedded GST in a 169.9¢ pump price is 169.9 × 5 ÷ 105 ≈ 8.1¢
Total tax: roughly 20.6¢ of that 169.9¢ litre — about 12%. When the federal excise tax returns on September 7, the same pump price would carry about 30.6¢ of tax (roughly 18%). On a 50-litre fill at 169.9¢, you're paying about $10.30 in tax today and about $15.30 once the excise holiday ends.

The gas tax holiday: Manitoba's grand experiment
For decades, Manitoba's fuel tax sat at a flat 14 cents per litre — unremarkable, unchanging, part of the furniture. Then on January 1, 2024, the Kinew government did something no province had done at that scale: it suspended the provincial fuel tax entirely. For a full year — extended from its original six-month plan — every litre of gasoline in Manitoba was provincially tax-free, saving drivers roughly 14 cents per litre and giving Winnipeg stretches of the cheapest gas of any major Canadian city.
The holiday ended on January 1, 2025, but the tax didn't come back at its old level: it was reinstated at a permanently reduced 12.5 cents per litre, 1.5 cents below the decades-old rate. Two lessons for price-watchers came out of the experiment. First, the tax changes showed up at the pump — both the drop in January 2024 and the rebound in January 2025 were plainly visible in Winnipeg posted prices. Second, any year-over-year price chart that spans those January boundaries is showing you tax policy, not market conditions. Read comparisons accordingly.
The carbon tax: gone since April 2025
For years the federal carbon tax was the biggest single tax line on a Winnipeg litre, reaching 17.61¢/L by early 2025. On April 1, 2025, the federal government set the consumer carbon price to zero. Unlike many tax changes that get absorbed into margins, this one was immediately visible: pump prices across the Prairies fell sharply overnight. Between the carbon repeal and Manitoba's fuel-tax cut, a Winnipeg litre in mid-2025 carried roughly 19 cents less tax than the same litre in late 2023 — the biggest two-year tax reduction on gasoline in the province's modern history.
The federal excise holiday (April 20 – September 7, 2026)
The federal excise tax on gasoline is normally a flat 10 cents per litre, unchanged since 1995 and charged in every province. In 2026 there's a temporary twist: Ottawa suspended the excise tax from April 20 to September 7, 2026 as an affordability measure. That's why Winnipeg prices stepped down roughly 10–11 cents in late April. The suspension is national and scheduled to end at Labour Day — which makes September 8 the one guaranteed price jump of the fall. Fill before the long weekend, and build the 10-cent return into any autumn fuel budgeting. The calculator above has a toggle so you can see your fill-up both ways.
No PST — and the GST's tax-on-tax quirk
Manitoba charges 7% PST on most retail purchases — but not on gasoline. Unlike Ontario, where 13% HST lands on the full pump price, Winnipeg drivers pay only the 5% federal GST at the pump. The catch is that GST is calculated on the tax-inclusive price: you pay GST on the Manitoba fuel tax (and, come September, on the federal excise tax too). The embedded GST share of any pump price is price × 5 ÷ 105 — about 8.1¢ on a 170¢ litre, closer to 8.6¢ once prices step up this fall.
The other half of the story: Prairie supply
Taxes are only part of what sets a Winnipeg pump price; geography shapes the rest. Manitoba has no refinery of its own — fuel arrives by pipeline and rail from Alberta and Saskatchewan, and Winnipeg wholesale prices track the Edmonton and Group 3 racks. But wholesale cost plus tax only sets the floor: retail margins and the strong weekly price cycle decide where the posted price actually lands on any given day, which is why the same-day spread between Winnipeg stations is often wider than the entire tax bill. The market dynamics — including the strong weekly price cycle that matters more to your wallet than any single tax line — are covered in Manitoba gas price trends for 2026.
How Winnipeg compares to other Canadian cities
Provincial-plus-local per-litre fuel taxes (excluding GST/HST and the federal excise tax, which applies everywhere when not suspended):
| City / region | Provincial + local tax | Sales tax on gas |
|---|---|---|
| Winnipeg | 12.5¢/L | 5% GST |
| Calgary / Edmonton | 0–13¢/L (Alberta's oil-price-indexed fuel tax) | 5% GST |
| Toronto | 9¢/L (Ontario gasoline tax) | 13% HST |
| Metro Vancouver | 27.0¢/L (incl. 18.5¢ TransLink levy) | 5% GST |
Toronto's per-litre rate looks lower, but its 13% HST claws back far more than the difference on every fill. Among the big cities, only Alberta's indexed tax can undercut Manitoba's 12.5¢ — and only when oil prices are high enough to trigger the discount. Frequently asked questions
How much tax is in a litre of Winnipeg gas?
In July 2026, about 20.6¢ on a 170¢ litre — 12.5¢ Manitoba fuel tax plus roughly 8.1¢ of embedded GST — while the federal excise tax is suspended. When the excise returns on September 7, 2026, the same litre carries about 30.6¢ of tax.
What was the Manitoba gas tax holiday?
A full suspension of the provincial fuel tax for all of 2024, worth about 14¢/L at the pump. When it ended on January 1, 2025, the tax was reinstated at a permanently reduced 12.5¢/L instead of the old 14¢.
Does Manitoba charge PST on gasoline?
No. Gasoline is exempt from Manitoba's 7% PST. Only the 5% federal GST applies at the pump — calculated, it's worth noting, on the tax-inclusive price.
Why will gas prices jump in September 2026?
The federal 10¢/L excise tax, suspended since April 20, returns on September 7, 2026. Expect pump prices across Canada — Winnipeg included — to step up roughly 10 cents right after Labour Day. If your tank is low that week, fill before the holiday.
What you can and can't control
You can't change the tax structure — and in Manitoba's case there's less to complain about than almost anywhere. What you can control is the litres you buy and when you buy them: fuel-efficient driving, filling on the cheap side of the weekly cycle, and choosing the cheapest station available. Understanding the structure also helps you evaluate political promises: the lever a Manitoba government actually controls is that 12.5-cent fuel tax — as 2024 proved, vividly — not the federal excise tax, GST, crude prices, or refining margins.
